`shutdown -p now` fails to power off with VirtualBox UEFI boot

I add it to /boot/loader.conf and then `shutdown -p now` successfully
powers off system.

Does existence of this tunable mean that there are some UEFI
implementations that have problem with power off functionality?
(And VirtualBox is unfortunately one of such implementations?)
