I doubt it:  While I encountered the observed symptom, that was not
until today's build of head (r316956, in my case); yesterday's (r316823)
was fine.

And I understand that the Cloudflare/f-root server issue isn't quite
that recent: "The new f-root servers appeared around two weeks ago...."
