In short, it uses devel/amd64-xtoolchain-gcc .

That job basically executes this script:
https://github.com/freebsd/freebsd-ci/blob/master/scripts/build/cross-build.sh

with TARGET_ARCH=TARGET_ARCH

And MAKE_CONF_FILE as:

NO_WERROR=yes
WERROR=
WITH_FAST_DEPEND=yes
