Why not on the ftp fresh snapshot iso?

And why could not create
ftp://ftp.freebsd.org/pub/FreeBSD/releases/amd64/9.0-RC2/ ?
And put in a non-obvious directory
ftp://ftp.freebsd.org/pub/FreeBSD/releases/amd64/amd64/ISO-IMAGES/9.0/ ?
