There are many Intel ICH boards with this "feature", not just Apple 
Macs. ;-)

I heard disabling legacy keyboard/mouse emulation may work around the 
problem if there is option in the BIOS:

The hack for Mac is required because it doesn't have "BIOS".

FYI, I found RT Linux people wrote a simple tool to control the bits 
from user space:
