bsdtar is fragile with LANG=ja_JP.eucJP

Hi Tim.
There are 2 archives which could not be extracted by bsdtar and
following results:

[memo] I know only 2 archives.
Hum.... How about? What should I do? Of cource, I confirmed that
'LANG=C make extract' is success:-(.
