We discussed about the option of keeping this flag 
around for application compatibility reasons.
Since this flag is completely ignored in the kernel, 
and there are cases where RTF_LLINFO has to be returned 
back to the applications, we felt the better approach is
to remove the flag completely to avoid hiding
runtime problems.
