deprecate ftp-proxy in favor of ftp/pftpx

Hmm.  I wonder if the new ftp-proxy requires a different config
in pf.conf or something, then?  I'll post a follow-up to freebsd-pf@
and continue this there, but, for me, ftp-proxy no longer works
and pftpx just worked.
