SCTP heads up/ping

Hi all:

A gentle reminder for those of interest... I sent
out a patch earlier for SCTP.. for those interested
in taking a look please grab it and do some testing...

If you have done some testing, sharing your results would
be much appreciated..

We do want to commit this stuff to current soon (maybe
after Robert gets through playing with the sockets stuff
he is working on :-D)

So having a look and poking around with the
code would be MUCH appreciated :-D
