ukbd0 is my default keyboard after boot, so I needed to add atkbd0
first.  Here's the script I came up with (it's rather "dumb" but it
satisfies my needs):

#!/bin/sh
# Activate all keyboards
kbdcontrol -a atkbd0 < /dev/kbdmux0
kbdcontrol -k /dev/kbdmux0 < /dev/ttyv0
cd /dev
for kb in atkbd[1-9]* ukbd[0-9]*; do
    if [ -c ${kb} ]; then
        kbdcontrol -a ${kb} < /dev/ttyv0
    fi
done
