5.3-BETA7 build world: What is genattrtab?

It's a tool only for building gcc. You'll find it in

  /usr/obj/usr/src/i386/usr/src/gnu/usr.bin/cc/cc_tools

It works properly.

I think this list is not the right place to discuss this.
