5.3-R: /etc/ntp.conf doesn't exist

I just looked at cvsweb.netbsd.org and it seems to be a well documented file
so I have no objection at all. Now, should we import it as a vendor file or
just "cvs add" it?
I'm leaning towards the "cvs add" with proper attribution for its simplicity.
Opinions?
