In V4 it's a pseudo-device. In V5, it's a device.
In V5 devices are created by devfs and are dynamic. As a result, if you
are not using any filer devices, they won't exist.
Try running a tcpdump and, while it's running do 'ls /dev/bpf*'. Kill
the tcpdump and do it again.
