But this won't fix a problem for those with unfixed version of
setlocale(3) in their working version of libc.  I don't want
to spam src/Makefile* with a workaround, but it would probably
make sense to add an entry to src/UPDATING suggesting to run
buildworld with LC_ALL="C" if they experience such a problem.
