historical stuff in math(3)

It provides some interesting historical context, and no replacements for
anything in math(3) have been written.

The main problems with math(3) is that almost all of it is about the
old BSD implementation so almost none of it except generalities about
IEEE format applies directly, and it doesn't say this anywhere.
