from pf.conf(5):
     Since translation occurs before filtering the filter engine will see
     packets as they look after any addresses and ports have been translated.

If you want to rate limit computers in your LAN you must use rules of the 
from:
 pass in on $lan_if from <limited> to any keep state queue ext_if_queue

or alternatively make use of arbitrary tagging (see pf.conf(5))
