ccache support for make buildworld/make release

I think Ian Dowse often uses ccache to compile world, but had to
stop when the most recent gcc import happened 'cos the preprocessor
has some problems, which results in the error you see. I believe
it was reported to Alexander Kabaev, who is looking into it.
