PLEASE TEST: acpi pci irq routing

I've committed some initial changes to PCI irq routing with ACPI. 
Please cvsup and test if you have had problems with irqs with acpi 
enabled in the past.  Especially if you have to disable acpi and/or apic 
to boot, please test.  If your BIOS has problems, it will generate a 
printf.  To go back to the old behavior, uncomment the #define at the 
top of acpi_pci_link.c and recompile.
