weird tr output with czech locale

Further playing with CVS revealed that str.c rev 1.17 is ok,
str.c rev 1.18 is broken. Commit log reads:

POSIX requires 'c-c' must conform collate and be in collation order

and the change looks non-trivial to my unskilled eye. Andrey?
