get rid of tmp directories?

Yeah, that reminds me, is there any lib or any thing that is usually
used for grabbing name/location for temp files, or is this usually
handled by a program it's self?

If there is, the possibility of changing it to use ~/tmp or something
of the like, is a interesting idea.
