Cox offers static IP - small business
setup, about $70/month in Missouri/
NW Arkansas.  Additional statics are
$15 monthly, IIRC.

In contrast, standard "express"
package for homes is $24.95,
DHCP, and about 10-20% of
the "biz" bandwidth....
