No.  You want to replace these with cvs-all.  The FreeBSD repository
has been reorganized and the above collections do not cover CVSROOT
any longer.

Strictly speaking, if you want to omit parts like the projects
module (which is also conspicuously absent above) you can cobble
your own subset together, but if you want to simply mirror the
complete repository just use cvs-all.
