bin/142384: sync fsck_msdosfs with OpenBSD

A new, and hopefully final, update:

-Added a fix to a bug coverity found on NetBSD.
-Removed bogus check that attempted to clear the sector
after FSInfo in a valid FAT32 filesystem.
