Setting WITHOUT_LEGACY_CONSOLE=1 in src.conf breaks build of usr.sbin/sysinstall.
A system built with WITHOUT_LEGACY_CONSOLE=1 will not be able to compile
world. It seems to require 'kbdcontrol' which is not built when setting
that option.
