kern/58803: kern.argmax isn't changeable even at boot [PATCH]

kern/58803 is still outstanding.

On a 7.2-RELEASE amd64 system, I placed this into my /boot/loader.conf:

kern.argmax="1048576"

and after a reboot:

kern.argmax: 262144

This bug was identified over six years ago, on 5.0-RELEASE, and the
original poster even included a patch (which was not perfectly formed, but
is probably usable for the most part).
