ogg123 and something around arts were built againt libOggFLAC, a library
which no longer exists.

>How-To-Repeat:
Try to play a .ogg with ogg123.  Start up KDE and try to hear a startup 
system sound.

>Fix:
Rebuild affected components without stale library; libOggFLAC has apparently been folded into libFLAC.
