bin/114097: [patch] [nfs] NFS Abstraction: mountd(8) binding

We've tested this on RELENG_6_3.  It seems thoroughly stable. And
MFC/RFP to RELENG_6 is probably in order, for 6.4 -- I don't think that
anyone would complain, as RELENG_6_* still seems to have quite a bit of
life left! :)
