conf/91959: incorrect cross-install ?(/usr/src/etc/Makefile)

 Makefile.inc1 sets MACHINE and MACHINE_ARCH to TARGET and TARGET_ARCH
 respectively, before running the actual copy; did you change TARGET
 and TARGET_ARCH or just one?
