I just want to add a note to this PR that problem seems to be related
to use of ipw in scan mode, known to be such only through presence of
"ap_scan=1" in wpa_supplicant.conf mentioned in "Describe" section.
"How to repeat" section does not specify that wpa_supplicant is used
to scan for the available APs.

FWIW, i have been using iwi (for Intel 2200BG, from net/iwi-firmware
port) for a quite while, on FreeBSD 6, w/ Linksys WRT54G v4 in BSS
mode.
