I can't reproduce the problem on -CURRENT.  With
font8x8="iso15-8x8"
font8x14="iso15-8x14"
font8x16="iso15-8x16"
in my /etc/rc.conf and TERM=cons25l1 sysinstall looks like this:

Could you be more specific about the garbled look
or is the problem already solved?
