Ah Yes, Thanks, Sorry I raised a false scare then.
It was strange, all my libs & bins were new to current date except that one file.
but having done another cd /usr/src; make install 
I can see many invocations of -C, EG in /usr/include/netatm I can see other new
`installed' stuff also with old dates.

That -C is a shame in a way though. Looking for old libs & stuff with
old dates can be a nice way of purging bit rot junk where things have
grown obsolete - or so I thought. Hmmm :-)
