I finally remembered that long ago there was an issue where
I'd set logconfig and logfile ( to /var/log/ntp.log ) in
/etc/ntp.conf on some boot media.

Turns out that causes root to be what runs ntpd instead
of user ntpd doing so, avoiding possible file system
permission issues. That in turn means that mac_ntpd is
not loaded, which would avoid the hang-up in more modern
FreeBSD vintages than I am currently running.

If one has the various directory and file permissions involved
set up for user ntpd already, one could use ntpd_user="ntpd"
in /etc/rc.config to avoid both mac_ntpd loading and the
use of root to run ntpd. No logfile need be involved.
