BPI M1 hangs at mounting root filesystem from SATA disk since r345948

(To be precise, the BPi powers itself down, it doesn't hang).

It doesn't make any sense to me either but I get exactly the same problem
booting FreeBSD-12.1-RELEASE-arm-armv7-BANANAPI.img.xz (r354233) on a
BPi-M1.  hw.regulator.disable_unused=0 makes it work and I'm currently
building a new world (which will take some time).
