Add start_x.elf to rpi-boot-files

Could you please add start_x.elf from
https://github.com/raspberrypi/firmware/commit/fbe36330696cc82a87fc24ad5b5f896be2b1460f
to LOCAL/ian/rpi-boot-files-2016.01.tar.bz2?
It will enable camera module for RPI-A.
