SCTP for R-PI & other ARM systems

Hello everybody,

For some reason SCTP has not been enabled by default in most
of the ARM kernel configurations. I tested it on Raspberry PI.
The build went fine and including SCTP in the build did not
even increase the size of the kernel very much.
I just wonder whether SCTP could be included in the ARM kernel
configurations by default?
