Removing CVS from HEAD

We're talking about removing cvs, not rcs.  I find rcs extremely useful
for /etc and /usr/local/etc.  It would be even more useful if vi
understood rcs like vim does.

(it would be even nicer if make understood rcs, which I thought it did,
but apparently not...)
