Move /usr/sup to /var/db/sup?

FWIW, I started doing this on boxes I was responsible for a long time
ago, and it works just fine. One could argue that the proper default for
the config files is /usr/local/etc/, and the proper location for the
base files is /var/db/sup.

Either way, getting both out of /usr is a step in the right direction,
and I support your effort on this.
