apache knobs for WITH_BDB_BASE do not work

As I've reported earlier in the list, the apache knobs for WITH_BDB_BASE do not work.  It does build apache with the correct libraries, but apr1 is built without that support and thus authentication against the base bdb 1.85 does not work.
