intel atom power management no C-states (info provided)

Hello, I'd like to provide info in hopes of being able to use power
management features of my new atom cpu. Currently all cores are running
in C1 state at 100%. System is 9-CURRENT from yesterday, bios is latest
from last week. As per acpi-debug.html instructions, all relevant files
are attached.
