ichss makes ThinkPad R31 toasty

Thanks for sending the patch. I tried it out, but the machine still
heats up. Since the Celeron doesn't directly support SpeedStep, I'm
just going to disable ACPI. The only thing I'll lose is the ability
to power down the machine w/ a # halt -p.
