CPU frequency detection error?

Hi,

I have a IBM x3550 running 7-stable.
The CPU is

But the dev.cpu.0 shows

dev.cpu.0.freq: 11311

The max frequency 11311 (11.3GHz?) is far larger than it should be (2.33GHz).
It causes something wrong on this system, for example:

[huan at cml2 ~]$ time sleep 1
real	0m4.929s
user	0m0.000s
sys	0m0.000s
