get mAh value in state file?

Dear list

I have to write a c program which gets mAh value for battery energy
measurement from state file. I need to know wheter ACPI send any signal
or like when this values will be written to state file. That is , How
can I know when this values will be written?

And the second question , for file locking mechanism when I read this
value from state file  What do I have to use?(maybe flock function?)
