ACPI and cpufreq for 5.4?

I'm hoping to MFC the framework but not the drivers yet.  This would 
allow someone to compile/load the drivers on 5.4-R if they want them. 
Unfortunately, I think the hardware drivers need a little more testing 
and polishing before going into a release although I will MFC them to 
5.x immediately after the release.
