This is just the end of the file move. There are no changes to ZFS
in 7 as a result of this commit.

I needed to do the CDDL file move before doing the DTrace merge.

pjd@ is working on ZFS in p4. I don't know the status of that work.
Unfortunately the CDDL file move will cause him a bit of pain in p4
like I've had.
