Hmm... an argument for putting the tools (but not the firmware) in the
main tree would be that changes to core structures (802.11 layer) can
be included for the iwicontrol tool, instead of waiting for the port
maintainer of the tools to catch up. Or doesn't it depend on a lot of
base network code?
