I think he may mean the configuration in /etc/inetd.conf, circa line 63,
where the example shows how to run cvs pserver as root.

Personally I think it's a bad idea to run cvs pserver as root, as pserver
does not special privileges that only root have

Maybe we should change it to 'nobody'?

Well, whatever, I'd admit Alfred's statements is somewhat correct, but I'd
support Jacques' change, and it might be better to see a HEADSUP in
current@?
