Good point, maybe I should have been clearer.

The document in question is the EU Directive, which is the version
before any local legislations has been applied. It isn't the British
version of the legislation.

It defines the time at which summer time begins and ends to be the
same in all countries, and defines that in terms of GMT. It *does
not* say that the time used in that country is defined relative to
GMT, only that the start and end of summer time is at a certain GMT
time.
