This seems to have upset "make describe" (and hence "make index"):

server% make describe
-I: not found
vidalia-0.2.8|/usr/ports/net-mgmt/vidalia|/usr/local|A graphical Tor controller based on Qt 4.x|/usr/ports/net-mgmt/vidalia/pkg-descr|fk at fabiankeil.de|net-mgmt security||||/usr/ports/devel/cmake /usr/ports/devel/qmake4 /usr/ports/devel/qt4-linguist /usr/ports/devel/qt4-moc /usr/ports/devel/qt4-rcc /usr/ports/devel/qt4-uic /usr/ports/net/qt4-network /usr/ports/textproc/qt4-xml /usr/ports/x11-toolkits/qt4-gui|/usr/ports/net/qt4-network /usr/ports/security/tor-devel /usr/ports/textproc/qt4-xml /usr/ports/x11-toolkits/qt4-gui|http://www.vidalia-project.net/
server%

I suspect that the problem is '!=' is executed immediately and ${PKG_INFO}
is undefined because this comes before bsd.port.pre.mk is .included.
