ok, as I see the build log, we can unbreak by adding
--with-vba-package-format="builtin" in configure_args

I see. In my local tinderbox environment it builds.
The boost issue is gone, even it is not a root cause, but could you please
give a try again? or may I remove MANUAL_PACKAGE_BUILD?
