Not to pick specifically on this commit, but there have been quite a
number of the same commit logs. The commit log is not for the mail that
gets send immediately after the commit, but for going back into the logs
in months, years time. This log on a new file has no information
whatsoever about what it is for and no indication what the "previous
commit" is all about as there was no previous commit to this file!

Please note what the change was to the other files taht were committed
in the "previous commit" when you add a new file this way.

Cheers,
